Utilize the Full Potential of a Building and Construction Authority Contractors Registration System.

The Building and Construction Authority of Singapore Contractors Registration System (BCA Contractors Registration System or CRS) is the one significant reason that establishes whether you qualify for high-value public sector projects and, if so, allows you to secure vital Foreign S Pass and Work Permit holders for your business.

The process of applying for a BCA CRS registration, selecting the correct Workhead, and ensuring that you have met all of the required Financial, Personnel and track record criteria has been an incredibly lengthy, confusing process for many businesses and, all too often, results in delays and even outright rejections.

We help companies secure BCA approval, ensuring regulatory compliance for eligibility in construction and renovation projects.

We will perform an analysis on your company’s capabilities, historical projects, and financial resources. This assessment will produce a recommendation for optimal Workhead(s) to be submitted with your application for registration, as well as identifying your highest possible financial grade.

The majority of BCA applications are rejected because the supporting documentation submitted is incomplete or incorrectly formatted. We provide thorough management of crucial documentation pertaining to:

Financials: We will work with you on submitting the appropriate Latest Audited Accounts or Management Accounts that are required for your registration grade.

Personnel: We will confirm that Technical Personnel (TP’s) possess the Specific Registration Requirements (SRR) as required for your registration. This verification will be conducted by reviewing and verifying all qualifications and through the BCA’s official personnel checker.

FAQs on BCA CRS

Contact us for more info
01

The BCA CRS is an essential registration scheme introduced by the BCA that allows contractors to qualify as contractors for public sector construction and related projects in Singapore. Companies who wish to employ S Pass and/or Work Permit Holders must also register with BCA.

02

Any organisation wishing to tender for or respond to tenders for public sector construction and related projects or to employ S Pass and/or Work Permit Holders of any nationality will be required to register with BCA CRS.

03

A Workhead describes what kind of construction or related services your organisation is performing. For example, you could have a Workhead for Civil Engineering, Structural Steelwork, or Electrical Installation. There are more than 50 Workheads organised into five groups: Civil Engineering, Commercial, Manufacturing, Transport and Railways, and Roofs and Walls. If you need help in selecting the appropriate Workhead(s) for your organisation based on your organisation’s core services and its goals, please contact QES Consultancy.

04

The Financial Grade given to your Workhead indicates a Financial Grade level. The Financial Grade assigned to your Workhead will determine your Tendering Limit (maximum value of the contracts you can tender). You can bid for public sector projects based on the grades of your business. A business with an A1 grade has more paid-up capital and annual turnover than a lower grade, which makes bidding on larger projects possible.

05

The three most important criteria that BCA use to evaluate success in your application and upgrade to Contractor Registration System (CRS) are:

Financial Capability – Based on the amount of your paid-up capital and your latest Audited Accounts (or Management Accounts if a lower grade).

Technical Personnel (TP) – The minimum number of qualified TP must be employed by your business and meet the Specific Registration Requirements (SRR) of your business and Grade.

Track Record – You must demonstrate your experience on projects that are relevant to your trade by completing or being engaged in projects. This can be done using Section D1/D2 and your supporting contracts and completion certificates.

06

BCA aims to process complete CRS application submissions within fourteen working days; however, this time may be extended for applications that:

  • Are for higher Registration Grades.
  • Require verification of Overseas Track Record.
  • Have incomplete or incorrect documentation (This is the most common reason for delay.)
07

Yes, there are a number of common reasons why applications are rejected or why lower grades are awarded:

  • Insufficient paid-up capital or turnover.
  • Personnel qualifications not meeting the SRR.
  • Improper submission of Track Record evidence (e.g., missing completion certificates).
08

Yes, we are more than happy to assist you with your upgrade. To obtain a higher CRS status, you must first create a new strategy to fulfill the financial and experience requirements for the higher grade. At QES, we will evaluate where you currently rate and determine what is lacking, then structure an application package demonstrating your company’s development and readiness to take on increased public sector opportunities.

BCA consultancy is generally related to advice and guidance of the Building and Construction Authority (BCA) regulations and compliance. BCA consultancy advice assists businesses in complying with BCA requirements, such as obtaining permits, submissions for structural safety and to provide assurance that all building works meet the required quality standards.

11

BCA consultation could include the following services:
– Assessing company eligibility for BCA registration (e.g. under specific CRS workheads)
– Advising on required documents, financial criteria, and manpower requirements

12

BCA licensing is important because you want to be sure your building project (construction or renovation) complies with Singapore’s safety, environmental, and construction standards. In the construction and renovation industry, it is often a must for builders, contractors, and consultants.

13

The BCA contractor registration will check the efficient financial capabilities and good past records, selection of wokheads that are active towards them, must have fulfilled public safety and operation norms carried out, technical staff and their qualifications are essential.

14

Builder licensing ensures that construction works are carried out by professionals who understand and comply with the Building Control Act. Licensed builders are expected to perform their duties competently and responsibly.
Since 16 June 2009, it has been mandatory for all builders involved in projects requiring plan approval from the Commissioner of Building Control — as well as those working in specialist areas that impact public safety — to hold a Builder’s Licence. This applies to both public and private construction projects.
